WHO Offers Guidance, by Culture, on Repurposing Everyday Items as Masks

The Texas town of Laredo, known for its bleeding edge biotech thought leadership, has instituted a local law which requires all residents wear face masks when out in public.  As most of the world looks to this progressive town for guidance during this pandemic, the WHO has offered suggestions for repurposing everyday items to help those (mostly Americans) without face masks.  The following suggestions are based on culture.
